I could see it next week too since there was a delay

Nah, they won't release beta 5 next week. 2 (at best) or 3 week interval. They did 3 week intervals with latest betas before.

The so called delay did not have an impact on the development of iOS 7. They won't rush out another beta because of it.

Has anyone checked these past Beta's for script that says "security" or "scan" or anything related to the 5s rumors? Sorry if this has already been asked.

Personally I don't know much about the development process of an operating system, but I had always imagined betas as "snapshots" of where software is at the point you compile it to release for testing. What are they really in this case?

If the development of iOS 7 wasn't slowed down by the Dev Center being offline (which I agree with, because why would it?), then why would that push back the release of the next beta? Why wouldn't they just release it next week when they theoretically would have, were they following a 2-week schedule? Or are you implying that a 2-week schedule is hogwash?

That's exactly what a development process is. Beta 3 is what was shown off at WWDC and we just had the first beta.

I don't understand what you're asking in your second point though.
