    Sorry, to clarify, by European Users do you actually mean European Users or Non-USA Users? I understand the iPad hasn't been released in S America or Asia, so did you just write European to represent all other countries ('cause there's NZ and Aus too, people of which I've seen on these forums quite a bit).

    The only confirmed report was from a european carrier, but digging around I found that it's also available in the Dominican Republic - so it's possible that it is available elsewhere too.

    I think it is entirely up to the carriers at this point.
