You would need a wep or wpa cracker

    No there isn't one
For the touch before you ask

    Yes.

Assuming they HAVE wifi networking and your Touch can find it.

One way would be to ask someone for the password. Do they have a network technician? You may find that they do give it out to students enrolled at your school, as the internet is a great place to learn things.

I found a protected wireless network at the university I teach at. I went to network services and asked them for the password. They gave it to me.

I'll agree that access to the university network and the internet are common on college campuses, and probably not that common in public K-12 schools, though. Good luck.
