Documented on Apple support pages, "iPhone OS 3.0: About Apple Push Notification Service", article HT3576:

"When the iPod touch screen is on and has a Wi-Fi connection, push notifications are received at any time. If the iPod touch screen is asleep, it will check every 15 minutes for a notification."

This means that, unless you are jailbroken and using Insomnia, or you constantly have your ipod awake, you will not get notifications straight away!

This was most likely to save battery, as WiFi takes up alot... However, I wish we could change this option to suit our prefs

Apple's decision to do that is both logical in the sense that battery life is important and for the need to keep the iPhone at a different level than the iPod.

EDIT: But yes, I don't know why there isn't an "At Your Own Risk" kind of thing.
