Just in case, make sure that the files in your library are kept in the itunes folder.
If you have somehow changed the settings, then some files may be shown on the library lists but not contained in the folder.

I've done this loads of times, its pretty simple.

    1. Copy C:\Users\YourUsername\Music\iTunes over to an external
    2. Copy where ever your music folder is to an external
    3. Install iTunes on the new PC
    4. When you start it click agree, then next loads of times
    5. Close iTunes
    6. Copy the iTunes folder from the external to C:\Users\YourUsername\Music\iTunes
    7. Copy your music folder from the external to the same location it was on the old computer

Doing it that way will also preserve play counts and ratings.
