OK so i downloaded a summberboard theme and so once on main menu the circle thingy wouldn't go away,so i held power and home for 10 sec so it completely shuts off,but when i turn it on it is on the apple logo and the circle thingy comes up,but after a while it stops spinning,i would try to restore it in itunes but it isn't detected.

You should be able to use the link for the automatic DFU mode or search autodown, the computer and iTunes do not need to recognize your iPod for the batch file to work.
