You'll need to enable wallpaper in Winterboard.

iOS 4.2.1 doesn't come with the ability to set springboard wallpapers, only lockscreen wallpapers. The theme you are using seems to be a Lockscreen theme, meaning it only themes the lockscreen. To theme your springboard, you must download and use a Springboard theme. But if you just want a wallpaper on your Springboard and leave all your other application icons alone, then I'd suggest installing Features from Cydia, which is a tweak that provides older firmware users with certain upper firmware features, such as Springboard wallpapers, unified Music and Videos app, etc., and can be activated via Winterboard itself. Once you've installed it, just select the Wallpaper only or which ever other combination of options you like and repring. Then in your Settings app under wallpapers, you will have the option to set a Springboard (or Homescreen) wallpaper.

User Wallpaper. The second one is for the lock screen background. (Which isn't the home screen.)

Springboard is basically your home screen where all your apps are. so once your slide to unlock, you lockscreen goes away and your home screen (aka springboard) is revealed. so that 2nd picture you posted up there is of your springboard. so springboard = homescreen.

Yep, and then it should show up as an option in Winterboard, from where you can select it and respring.
