Sorry but this has been bugging me for almost a month now. I downloaded snes4iphone onto my pc because it is no longer available in Installer and I tried to upload it to my iPod Touch using iPhone Browser. It all worked out fine until I go to open it on my iPod and it will not.

I researched it and found out I had to SSH into it. I attempted it but to avail. I downloaded all the programs (open ssh, automatic ssh) so I assume SSH is on my iPod and I am trying to connect to it via friend's wifi but when I go to log into it. It gives me a Network error: Connection timed out.

I mean am I this ignorant or does 192.168.1.1 not cut it when putting into a session?... -__- It is probably such an easy fix but I am really frustrated about it all.

Thank you again for any help!!! ^__^

BTW Specs. I assume you will need something from this: Router is netgear, iPod Touch 1G ver. 2.2 jail broken. Anything else just ask.

Go to Settings>Wi-Fi then tap the blue arrow next to the network to which you are connected.
You should see something like this:

I can't tell from your post if you have downloaded an SSH client for your computer. For Windows try WinSCP (http://winscp.net/eng/download.php). I'm not sure for Macs, but maybe these: http://captainftp.xdsnet.de/ or http://cyberduck.ch/.
The Host name is the IP Address you will see in the highlighted area (It most likely will not be 192.168.0.30 for you). Username is "root" and password is "alpine". Just reply if something isn't clear.

How is your computer connected to the router? By the cable or wirelessly?

It shouldn't matter, as long as the computer and iPod are on the same network. The network doesn't care if the devices are connected by a cable or through Wi-Fi.
