Hi. Welcome to the community. =]

In order to get that app, you will need to jailbreak your iPod Touch 2nd Gen. Fortunately, a jailbreak for the device very recently released. The downsides are:
-It's fairly challenging to do, but with the GUIs being being released, the difficulty has decreased.
-You will need to run a patch every time you fully shut down the ipod (hold down the power button until the power slider comes down, or the ipod completely crashes). This can be as easy as one click, with a certain program, though (http://www.ifans.com/forums/showthread.php?t=139115).

There are several guides located in the following sub-forum. The jailbreaking process for the 2nd Gen Touch is called Redsn0w.
    http://www.ifans.com/forums/forumdisplay.php?f=172

There are a lot of guides, and to try and prevent being overwhelmed, I'll recommend one:
    http://www.ifans.com/forums/showthread.php?t=141302
Download the link from [PIRACY.rs], and download the link at the bottom of his post, for the 2.2.1 ipsw (Firmware for the Touch).
All you need to do is read everything written in the program. It will guide you through everything you need to do.

Once you've jailbroken your Touch, you will need to put your Touch into DFU mode (you will know what this means after you've used the jailbreaking program), and you will need to run a patch, which can be done with the first second link I gave (1Clickboot).

Use Installer (application that comes with your jailbroken Touch) to add the source mentioned in the video, and you'll be able to find the app (inside of Installer).

the jailbreak comes with cydia, not installer (although you can install installer later)

The jailbreak method I recommended includes the installer.tar, as well.

If you choose to follow a method that doesn't include Installer, you may have to follow an additional guide.
