What about posting your '*.deb' file in a Cydia repo and download from there?

Place it anywhere on your iPod, then open up MobileTerminal and type:

    dpkg -i /[Location of deb file]/[deb name].deb

For example, if I placed "app.deb" in my root folder, I'd type:

    dpkg -i /root/app.deb

    and hit return
