Umm, I'll tell you how but ima just say, this won't work without you dedicating a lot of time to it:

    get a mac
    get the SDK
get an OBj-C book (the one by Stephen Kochan is great)
    learn to use Xcode
    make your apps

The SDK is free by the way, you don't have to buy any software. You need to have a Mac though. And you need to pay like 90 bucks I think to sell apps in the app store.

The $99 one is fine, the $199 one just works better for small companies.

Umm, NO. The $199 one is the Enterprise version; it ONLY allows you to deploy apps to your company's employees. No App Store.

Ok you could make them very fast and quite quickly!
If you find Objective C to difficult then try using iWebkit and PhoneGap?
