Now this will just add the image into the "Wallpaper" Section of the "Settings"

Alright, first things first you will need a:
    1. Jailbroken iDevice
    2. WinSCP
    3. and a iDevice with OpenSSH installed (Search Cydia)

Open WinSCP and browse into the correct folder
-/private/var/stash/Wallpaper."?????" the order of the main folder could be random

Now name your image 119 . . . based on how many you want to add just go pass 118 and your fine.

Then just copy that same image and rename it "#.thumbnail.png" and copy it into the folder and your done

    I want your Explorer skin.

... and couldnt you put these in the actual Photos app by placing the pictures in /Media/DCIM or something like that? Cause I'm quite sure you can.

If you want to add the photos then use the winscp then you have to explore the skin in actual size some thing like that then only you add the photos into them .
