You can shut the data connection off with most Android devices. When I say most, I'm pretty sure there are few that can't shut the data network off. And I'm not sure, but it may be something for 2.2+ devices; when my Vibrant was on Eclair, I couldn't shut the data network off. Once it got the Froyo upgrade, I could.
I'm personally using a Droid Incredible 2 on PagePlus and think they're great. Native Verizon coverage w/o the absurd prices. 30 bucks gets you 1200 talk, 2500 text, and 100MB of data. The $55 plan gets you Unlimited Talk, Text, and 500MB of data, which is perfect for a smartphone user such as myself who is willing to use WIFI sometimes. Standard plan is great as well b/c the $10 card gets you 10 cents a minute which is good for 4 months. Buy more=save more. I think the $80 card is good for a year and gives you minutes at under 5 cents a pop. I forget the exact number.

If I was looking for an Android PMP, I'd grab a Droid X2 for under $200 without hesitation. Just depends on if something is wrong with it.
