    Device:
    3G iPod touch
    Custom background

You need to Jailbreak your iPod....
go to Settings>General>About and check which OS your iPod is running ...
If you bought t recently it would be 2.2.1(5H11a)
Search the net for a jailbreak...
Then after Jailbreaking you need to download a third party software from Cydia called Winterboard...which allows you to customize your iPod including your home screen background.
    Cheers.
    Hope it helped.

i'll assume you're jailbroken. Download winterboard from Cydia. set lock background and and user wallpaper on. Voila set an image in photos as your wallpaper and it'll set a wallpaper behind your app icons.
