I don't think there is a way, considering a webpage IS an HTML file, and offline you would need Wi-Fi to load the images.

Not true. If you have the page, and you navigate to it in Safari, you SHOULD be able to add it as a webclip

The images don't need to be loaded through WiFi?

Unless you set up a folder on you iPod with the images and load:
I don't think there is another way.

    Hmm i SSH'ed a webpage to /private/var/root and named it itouch.htm
    I then typed in
/private/var/root/itouch.htm into safari and it says
"Cannot Open Page: Safari cannot open the page because it is a local file."
Any way to get around that?

There's even an HTML editor in Cydia (myHTML)
