    Add both to com.apple.springboard. (located in /var/mobile/Library/Preferences)
    Code:
    <key>SBShowBatteryPercentage</key>
    <true/>
    <key>SBShowBatteryLevel</key>
    <true/>

    The only way to get the Numerical battery is by jailbreaking.

    Wrong-ish.
    Enable it on 2.x, then upgrade to one of the 3.0 betas and restore from backup. No need to have 3.0 jailbroken.

    restore from a backup. make sure you had originally had numerical battery enabled before the upgrade.
