    Have you tried a restart?

    Could be dead pixels.

Read the sticky about getting rid of dead pixels.

If not, do a DFU + Restore. (Go into DFU Mode and then restore to official firmware).

    Are you jailbroken?
    Is it a winterboard theme?
    Is your warranty still good?

This could be a hardware fault. Take a screenshot, then view it on your Computer, if the lines are still there, restore the iPod. If they're not, take it to Apple; your screen is faulty.

I tried a restart, but it's still the same. The iPod isn't jailbroken, and my warranty is still good. I got it last December. The screen shot on my computer looks normal. I tried restoring it, but the screen is still the same. Would Apple replace it for free, or would I have to pay?

If its a manufacturing defect, march right up to Apple and just slam it on the genius bar. They'll replace it.

Apple is obliged to replace this for you. Take it to an Apple store, of if you've got none in your area, find an AASP.
