I have an iPhone 3G. Using Cydia, how can I enable Homescreen Wallpapers found on other iOS 4.0 deviceS?

Use Winterboard, and I believe there is a theme that is built in and allows you to use custom wallpaper.

download winterboard from cydia and it will reboot your device and then go into cydia and go to sections and go to themes or you can search wallpapers either way have fun!!! oh and once you get winterboard open the ap and pick what you want and your device will respring!

No, like, I want the actual homescreen wallpaper from 4.0, with the shadows behind the icons, etc.

I recommend that. However, keep in mind that the wallpaper was taken out for a reason. You're destined to have memory troubles. :/
