well my friend got his iPod a few weaks ago. But his only computer had broken before that.

And so he wants me to put music on his iPod for him
But I want to know do I have to make him a iTunes acct?
And also can I have 2. Different iPods with seperate accts without a problem?

You don't need another account unless it for apps and then he needs his own account unless you want him to be able to purchase on yours. The music is not an issue but his ipod will be synced to your machine and when he gets a new computer he will have to restore his and sync to his new one.

Well, it depends... if you both want to have the same music, you just need to plug his ipod to your computer and sync it, but if you want to have separate libraries so his doesn't get mixed with yours, you can use an app called ilibs. this will let you manage several ipods in just one computer without creating different user accounts and manage different iPod users on the same pc.
