yes. you have to jailbreak it
use ziphone (www.ziphone.org) to jailbreak (or any other method that does the jailbreaking) and through installer, you install apps
get customize and summberboard pref to change icons and themes

You'll need to jailbreak your iPod touch to Firmware 1.1.4, or any other desired firmware you would like to have. If you want to jailbreak Firmware 1.1.4, use the ZiPhone or iLiberty+ methods. If you don't know how to jailbreak using ZiPhone or iLiberty+, check out my 'iPod touch Reference', there's a link to the reference in my signature. In the reference, scroll down to the ZiPhone or iLiberty+ sections.

You'll be able to install the SummerBoard application, which will enable you to have themes and sometimes custom icons to go along with that theme. Alternatively, there's applications that give you 2.0 icons or other custom icons.

You'll be able to add themes and select which theme you would like through SMBPrefs.
