There are several widgets, and coded in html (and javascript?). If you choose to have a widget, then it becomes a wallpaper that is 'active'

Popular widgets are the weather widget, lockscreen weather, lockscreen clock, and springboard clock. There are also several calendar widgets and a popular Gruppled RSS feed widget.

To use a widget, you gotta make all the components, and then put them into a folder in /Library/Themes, liek regular themes.

google iVillain for an excellent theme which incorporates 2 widgets on the springboard at the same time.

well, there are several clock widgets and weather already made, so just pick one an edit it.

And I think weather needs Javascript...Not sure.

weather needs javascript and clocks can be made with html only.
