ok so i have an ipod touch 2gen 8gb jailbroken ios4 (jailbreakme.com) no winterboard

for some odd reason even if i leave my battery plugged in for 2 days it wont charge past 80-82% (measured using sbsettings batterypercent and apples big battery while charging both stay without reaching full potential) and my memory also dramatically drops even if im on the basic music app...i usually close all my apps and even stop the process after i exit using both apples way (hold and app and tap on the red minus) and double check using sb settings to see if the app is still running...

ps tried charging while in airplane mode still doesn't go past 80-82% and also tried draining the battery and attempting a full charge to recalibrate..no luck

Let the battery fully drain to 0% (till your device turns off) this recalibrates the battery, then charge it to max, and the battery meter should work again

If that doesn't fix it you "could" have a hardware issue (very low chance).

But I'd do as he said.

You could also try another USB charger thing.

    Try using a wallcharger also.

Wallchargers charge your iPods/iPhones quicker than using your computer I believe...

    I may be wrong..

No thats not why it charges quicker, its the amps (or milliamps in this case)

For a normal PC usb (2.0) port its 500 mA max.

If you got a charger that can put out more then 500 mA then it will recharge faster.
