mayby you have a proxy at your school-or more than one
for example in my school you have to pass 3 different proxys

my school has no passkey but they make you authenticate, it took me a while to get the browser to point to the right site due to the fact the safari cant do redirects. But still after loggin in had no problems. THey have measures in place to only allow "laptop" users in. So maybe yours has the same settup, if so all i can say is just wait for them to change it or petition them to allow users of "other" mobile devices on.
