You plug your iPod touch into your computer, open up iTunes (get it here) and then you can sync the songs from your iTunes library to your iPod touch.

If you don't have anything in your iTunes library, you can import songs by doing this if you're using a PC:

File > Add File to Library... or File > Add Folder to Library...

Put the CD into the disk drive, and it should ask if you want to import it into your iTunes. Click yes and then, when it's finished, just sync and it'll copy across.

Oh he said that he has some songs on his computer already but didn't know how to put those on his iPod touch so I helped him with that. I guess you answered the part about from CD to iPod.
