If its only the language missing or do you have another problem? Do you need it badly? Did you try restore all settings or some settings?

If nothing happen in right direction, you should think about to restore all with complete new firmware from itunes (at least firmwares we can jailbreak)

    http://thefirmwareumbrella.blogspot.com/search?updated-max=2010-09-17T19:37:00-04:00&max-results=1

This site helps you with getting shsh files saved for IOS 4.0
Then download the original firmware IOS 4.0, restore with iTunes (shift+Restore) choose the firmware and done. Remember: Umbrella needs to run under this process.

    Good Luck

    Had the same...

    I had it too.
    But I just restore.
It was probably because of the openSSH.

I'm sure you've already solved your issue but I had the same problem and this is how i troubleshot it...

Boot your phone into safemode - can be done via SBsettings, crashing an app, or simply downloading the Safe Mode Launcher application. Once you go in and change your settings your phone should automatically respring no problem
