So I downloaded HDR Enabler from Cydia but it says it isn't compatible with my iPhone 4. But I am on an iPod touch 4...

I asked the same question in the official thread, this is the response,

"Those of you who have the message about the iPhone 4, you need to restore your plists to factory defaults.

This means removing the "camera-flash" and "hdr-image-capture" capabilities from the N***.plist in SpringBoard.app because those are only intended to be enabled on the iPhone 4. The new version enables the tweak without using capabilities and detects iPhone 4's with them."

The direct location of these plists are:
/system/library/coreservices/N81AP.plist (Remove the stuff mentioned in the above quote)
/system/library/privateframeworks/celestial.framework/N81/AVCapture.plist (Remove The line with "hdr" in it and the line after that).
