I downloaded it off of installer, and i downloaded roms and put them into a GBA folder and i put the GBA folder into my ROMs folder where my NES folder is located as well.

The application starts, i choose the game i want to play, and then the gameboy appears, the gba screen stays black, and it crashes after about 20+ seconds.

    Please help!!!

You're supposed to pull a copy of the BIOS off your GBA - or Google gba_bios.rar - and then put the .bin file that's enclosed INTO the application folder of GBA on your iPod Touch. And then using CyberDuck, select the BIOS and hit "Info" - you'll need to change the settings of the BIOS to 755 (select the checkboxes in an upside down 'U' in CyberDuck and you'll see the permissions # change to 755).
