It used to be used to allow 1.1.4 to use 1.1.3 apps, when people were not sure if 1.1.4 was comaptible with an earlier version, or the app was just never updated to support the firmware tag of 1.1.4.

Now, it's mostly used to either fool people, or make a custom one, say, including you're name or something.

fwchanger fools other apps when you install them that you are running a different firmware. So if an app requires 1.1.1 and you have 1.1.2 change it to 1.1.1 then install it.

People are finding it funny because you havnt been able to jailbreak using that method since 1.1.1 probs bout a year ago. Winpwn or pwnage is the way to go now. This requires making customfirmwares which are jailbroken before you actually restore. Also because fwchanger only changes a string ina file not the actual firmware. You need to restore to change the firmware.
