It's weird, I've tried turning it off and on again so that it will somehow recharge.

Notice that it says it's fully charged when the battery meter says it isn't.

    I tried unplugging it.

Using official cords and AC Adapter.

Recalibrate it by not charging again until the batter fully drains.

I get this problem a lot too. It happened to me on 2.2.1, 3.1.2, 3.1.3, and even 4.0, jailbroken and not jailbroken.

Even though the battery has the "plug" symbol saying that it's charged, it is still really charging..

if you have charged it hundred's of times, thats probably the lithium ion battery wearing off, but if it isn't, drain the battery to zero. the ipod will automatically shut down and show a charging symbol

Sometimes this happens to me when the device get too hot. Once it cools off it goes back to the lighting bolt thingy.
