What are steps that he could take to recover it (especially if they thief took the sim card out)?

i'm pretty sure if it's stolen that someone would remove the sim card and put a different one in, so what else is possible?

Put the service plan on hold (or whatever they call it).

Go buy another iPhone cause he's not going to get his old one back.

The only thing I would say is call the police and call your service provider. Your service provider will be able to lock the phone, so that it is no longer useable. If they took the sim out well that’s a different story it's not going to work. Just call the police in that case.
