i went through so many restores on my touch i was getting really fed up and there must of been some other way to fix it without having to reinstall everything. The solution is:

KEEP ON PRESSING AND HOLDING THE POWER AND HOME BUTTON TILL U SEE THE APPLE SCREEN, if it still doenst work keep doing it. I swear by it because its already happened to me twice and i had to do it more then 5 times to get the screen to work. I speak from experience ppl and it has saved me time and aggravation from reinstall all my apps.

fine dont beleive you can laugh at all you want and yea no **** its hard reboot obviously. The thing is that there might be a running process that in the background that is locked up and where you hard reset once aint gonna cut it, so the method literally "unlocks"/ restarts the process thats preventing the touchscreen from not working. idk what all of the process's are but like i said i know that it works because im able to use my itouch with all my apps as we speak.

Nobody disbelieves you. It's just nothing new, and pretty common knowledge how to hard reboot.

lol dont even use hard reboot, waste of your battery + time
when your touchscreen is working, to installer, install respring or killboard
keep either these two apps on springboard (dont hide or use category)
whenever you have a problem with touchscreen, just press respring/killboard (whatever you downloaded) and blam, resprings, goes to passcode/slide to unlock, unlock it and touchscreen will work. OMG!!!
    lol
