Put iBSS211.dfu in the same folder as irecovery.exe

Assuming you extracted that file from the earlier steps(it might be named differently, if so just rename it), then just put it in the iRecovery_SVN.

Is the file name iBSS211.dfu not iBSS211.dfu.dfu.

Sometimes it happens and you might have made a mistake while renaming it and added an unnecessary extension. If that doesn't help, you can always do it manually and just drag the file unto CMD.

EDIT: I think i see the problem in you CMD try adding "cd" after Jordan> followed by a space. For example

    Jordan>cd Desktop\etc.

Yea, you didn't do the cd thing right.

Just type "cd " and drag the folder with irecovery into cmd. Then try
    irecovery -f iBSS211.dfu
