I recently upgraded and jailbroke my 2nd gen Ipod Touch with firmware 2.2.1 to 4.0. When I had the old firmware I could press two fingers along the top of the screen and a black window with a red X in the top left corner would pop up. It displayed things such as a quick way to turn on/off wi-fi and bluetooth possibly even a way to hide/show icons but i can't remember if this was it or not. If anyone could tell me if there is a way to access this on 4.0 or at the very least what this "screen" was called i'd be very grateful.

    Thanks
    -Cory

That is SBSettings, which is a jailbroken app. I'm not sure if SBSettings is compatible with 4.0 right now, so you'll have to check that for yourself.

It is compatible, it just doesn't open when in apps.
