When i make an outgoing facetime call the owner of the other device recieves no indication of a call.
When i get an incoming call i get the option to decline or accept. when i accept it hangs on a connecting screen.
Any help in the matter would be much appreciated. I would rather not restore if i didn't have too.

Does he (the other guy) have the SMS or Messages icon on his SpringBoard (It's the iPhone's SMS app). If he does, this is the problem.

tell your freind to go into the 'phone' bit in settings, turn the facetime toggle on and does it say "waiting for activation" under the toggle?

Well, it's definately a connection one your friends side. If it's not SMS, it's a connection problem. I really don't know why this occurs, but I've been hearing of weird problems with facetime everytime a new device is introduced to it. The newest device is the Macintosh computers. I'd contact Apple support about this. We really can't diagnose connection problems, especially when they are directly connected to FaceTime. Only Apple can help there. Just double check you are connected to Internet, same for your friend.

They are both on the same wifi network. and one (is seemingly not "sending data through facetime" because any facetime calls sent through it don't show up).

ok i think that since both of them are in the same house, its causing your wi-fi router to go 'wtf' lol so could you try different routers?
