    This is true.

About the tethered part. It really depends how old or new the phone is. Ones made after a certain date will have some sort of booting software added by apple that tries to prevent jailbreaking. Meaning that whenever the phone dies or is rebooted/switched off completely, you will have to "Make it ra1n" again.

I got my iphone 3gs 16gb yesterday, and I had to jailbreak it to unlock the carriers/networks for all, but mine isnt tethered. I can switch it off and reboot just fine without having to "make it ra1n" again.

Im pretty sure it works on how old or new the phone is anyway. Hope this is of SOME help
