Is it possible for developers to enable multitasking on older devices on betas by editing the plist file? (example 4.1 beta since there's no jailbreak)

    \System\Library\CoreService\SpringBoard.app\N72AP.plist

Should be very easily done with NSData / NSFileManager..

Can it be done without jailbreak?

    No.

4.1 is jailbroken thus being able to enable multitasking.

probably not, since it would need root privileges to get to the file.

And Tkf1, this is how you do it.

    NO.
