Looks like Apple stopped signing 3.1.3.

2g models don't need to be signed... however error 3194 is a firmware signing error so sounds as though the OP does have an MC model and not MB...

Have you tried an older version of iTunes?

if you want to make sure you have a mb model, go into general and then about look for the model section if it says mb you have mb, if it says mc then you have security check

Are you using the right firmware? The 2gen firmware?

I can confirm this. I wanted to downgrade my iPT 2G (MB) from 4.0 to 3.1.3 and iTunes told me the FW isn't signed anymore.
At first I couldn't believe it, but then I edited my host file and pointed iTunes to Saurik's server, where my blobs sit. I put them there via Umbrella. Why did I do this? That's due to my "I have to try it all" nature.

Restore worked flawlessly after that, btw.
