Ok so I personally do not like anyway for my iPhone to be hacked by outside users. I do however jailbreak, this does require your iPhone to be jailbroken.
    1) go to the directory
    '/Applicaitons/MobilePhone.app/'

    2)open 'info.plist'

    3) scroll down until you find the line
    '<string>telemergency</string>'

    4) rename 'telemergency' to anything else, I used 'telemergency11'

    5) I revolted but you can try respring too, when you get to the lockscreen you will see emergency calls, and you can open it and see the keypad, but you can't type or anything. To exit just hit the lock button and unlock again then it will bring you back to the password prompt

Hope this is useful to others like me

Lol ya maybe but I've never used the emergency calling before, and if I had a emergency I would most likely forget that it was even a feature I could use. I would just unlock and go to my phone app and dial 911
