Recently my ipod touch 2nd battery's life has been decreasing greatly. From full charger it'll die within 3hrs only listening to music.

Anyway now it doesn't turn on at all meaning that it won't go into dfu or restore mode. My comp obviously doesn't recognize it.

Plus I don't have warranty and it's jailbroken so I can't take it to apple because it won't let me restore.
So is it time for a new battery? or is it something wrong with the ipod itself?

if pnt is correct, it shouldn't be the battery unless you seriously dropped it, or use it a ton. Keep trying for a DFU restore and also try doing it while plugging it into the computer. If you can get it running, i have some options.

It is jailbroken and I bought it used from an ebay store a month ago.
and I used sbsettings so no backrgound apps ran often.

But aren't those symptoms that the battery is dead and maybe a simple battery replacement will fix it?

When I first got it I'm not sure how long exactly but it lasted a long time.
I used it everyday a lot and recharged it everyday.

but a couple of days before this incident it only lasted 3hrs when listening to music.
and if I left it on standby overnight it'll die completely.

A battery replacement is your only way then. That should fix. After that run a mobile terminal for daemons.
