    Is there a way i can get cydia onto my ipod wth out a wifi connection,

    you could also use terminal to install .deb packages you downloaded with cyder.
    although you will have to SSH into your ipod first, and therefore OpenSSH must be downloaded through cydia, so you're right where you started...

    ok, so public hotspot to get cydia, then get the apps with cyder right??

    You can get the apps with Cydia at
    a public hotspot, but yes Cyder if
    you have no wifi
