I just updated Cydia and after the little screen came up and I hit close, the small loading gif showed up (the little spinning thing) and it's been sitting there for almost 30 minutes… Is this normal? I can't really do anything to stop it (since it takes over the entire iPod Touch).

Hard Reboot. This is a huge bug with Cydia.
To hard reboot, hold the power and home buttons until your device turns off. Then, you can let go and watch your iPod for the next minute and a half.

Fearing I'd have the same issue as you, updated and when I got the spinny thing I held the home and sleep/wake button down on my iPhone for about 30 seconds.

It just restarts your device and has the same effect as the springboard restart that your iPod seems to have failed at.

Once your device has booted, start Cydia, and you'll get this:

It took about 2 mins on my iPhone, and now it works perfectly when restarting the springboard after installing things.

You shouldn't have this issue again.
