Everytime I open cydia, it continues to say "Downloading blah blah" and eventually it tells me "Error : POSIX: Operation timed out" Does anybody else get that?

Nah that's not the problem, but resettings all settings in the settings app fixed my problem.

i've got the same problem. when i open cydia installer it tells me to upgrade essentials. when i do this it begins to download which takes very long, and then the message "Source Error POSIX: Operation timed out" appears...
    resetting all settings didn't work

    I also have this Err.

But only at coretools, SQLite, OpenSSL, Macman, some worked, but i've only tested the essentials!

But this Error maybe only occurs on FW/2.0?
    (mine is 2.0 iTouch)

It can't download the new Release from one or all of the sources.
Of course, a single source could have a problem, but all of the sources being down would be a problem on your end.
This was fixed by resetting all settings because it was most likely a network problem on your end, whether it was your iPod or router.

    my solution is: retrying...

if the error comes - i restart the download (cydia has download-resuming)
... it's not the best method but it works
