Cydia likes to show up on my multitask drawer when the black installation screen is up, and I have Remove Recents. Is it really backgrounding during installation?

If so, could I do other things while it installs, then later go back to it to respring/reboot?

Yup. Backgrounds fine. I usually just background it with Backgrounder if I want it running in the background though.
