Is it against the rules to upload a custom firmware for 3.0 so windows users can get it too? I want to make sure it isn't against the rule.

Yep, it's against the rules. It'll allow iPod Touch users who haven't bought 3.0 to get it for free, thus leading to piracy. :\

If it is the iPhone firmware I think you can upload it.

Wait. Will that work? If I make a custom IPSW on my Mac and send it to someone using a Windows machine, they can restore that custom IPSW?
