I am wondering if it is possible to write and develop code on an iPod touch. I tried sshing in Xcode and using ldid -S Xcode for Xcode in /Applications/Xcode.app/Contents/MacOS/, but it didn't work. Is it possible?

It is possible to develop ON the device, but certainly not with XCode. It is not possible to run XCode on the iPhone (or any Mac executable for that matter) for obvious reasons—namely differing processor architectures and different frameworks and libraries.

What can I use to program on it?

If you have a mac there's a script that will install the headers from xcode on your computer put it on your device and install the compiler so you can compile things on device.
Otherwise there's a guide to compiling on linux and another on compiling on your device without needing a mac.
