Enable and see what changes seems like the only way to find out to me

I saw that too i would assume "hw" is hardware but im not positive, dos not seem to have a huge effect on my iPhone 4 (properties if you have not noticed on the 3GS are inherited by the other N----.plist for iPhone 3G) but I do not see any effect, it cant harm enabling it, see what happens, if it hurts something then Id make sure you are connected to wifi before hand with SSH so you can change the config file if necessary.

Why is the string there if its not used, is there a difference between it being false and if it wasn't there at all?

    Maybe it's from dev hardware or a alpha/beta ios4?

    Edit:

Assuming it has no other affects on the current build.

    Check your settings app.
See if there is something added.
If not then it most likely isn't important.

Have an iPhone 4 and that plist does not exist and neither does that string in the three nxxap.plist files.
