I have a 2G 8GB Touch, and I just downloaded iOS 4.0.2 the other day, and now my capacity is at 6.84 when it used to be 7.0something. I know the whole 1GB is actually 1,024 plus system files thing, but I just wanted to know if the capacity of my iPod will get lower for each iOS I install?

it depends on how many features are on the ipod. there's more features on ios 4 so it takes up more space.

I see. So will my capacity keep getting lower as I install new software updates? I hope it won't go too low...

The root partition keeps getting bigger, on 3.0 it was 500mb and on 4.0 its 650.

the 2nd gens will most likely not get the iOS5 so you don't have much to worry about. just shuffle different sync lists or get a bigger device, thats how its been since the begining.
