I just tried those steps and I get into recovery fine.

Try using a different USB port/cable?

because you're on 3.1.3, if you use Blackra1n it will throw your ipod into recovery mode. It won't jailbreak it, but it will send it into recovery mode.

Please read this first and then try this method!
I am not responsible if you have done it wrong, although this method works for me and I also have a iPod Touch 32gb 3G MC model with 3.1.3 and I am also from Holland

What you need to do is, when your iPod Touch is all powered up and ready to use.
Press the Home Button en the Sleep/Wake Button the same time and keep holding it, the Shut-down slider will show up but ignore it and keep holding those 2 buttons and the iPod Touch will turn off and after a few seconds the Apple logo will come up, when that happens let go of the Sleep/Wake Button and keep holding the Home Button, after a few seconds the Connect to iTunes screen will come up and you can let go of the Home Button. If you have done that correctly you have successfully entered recovery mode.

It would come today but it has been delayed, no new dates have been announced.
