I have restarted, and I've made sure the iTunes is 8.0.2.

How do you check what OSX software you have?

Question, Do you have Xcode installed? Do you have an account at developer.apple.com?

Well there you go. You don't have Xcode installed. Which means, you cannot install the SDK until you do so. Insert your Mac OS X Install disc. Xcode install should be in there.
