Hey I don't know the answer, but take a look inside your device via SSH. I found when I upgraded that the lockscreen png was duplicated and copied into /Library (don't ask me how or why). I just deleted it.

Same problem! i had my touch jailbroken and had deleted the png file so that i could customize the background on the springboard. unfortunately now that i have restored it, it still will not change. no idea what's the matter.

Go to private/var/mobile/Library and you will see a file called LockBackground, delete it.

get another image and name is LockBackground.png and drop it in and replace file, and then delete it.

If you are using a theme through WinterBoard then go to...

    Code:
    '/Library/Themes/<Theme Name>/'
and look for a "LockBackground.png". If there is one there then either delete it, or replace it with the .png you want to use instead, and if you replace it you must keep the same filename "LockBackground.png"
